Produce provincial level sustainable rural electrification investment plans for the whole country using the IED developed decision aid tool GEOSIM, based on Geographical Information Systems (www.geosim.fr). Various scenarios and options are assessed, based on policy objectives (eg. connection rates to be reached within a certain time frame) and constraints (eg. budgetary), and optimising complementary options such as grid extension and local, renewable energy resources (PV, hydro, biomass);
Install the GEOSIM software at the Ministry and conduct training on it so as to enable local beneficiaries to further run scenarios after the project end;
Produce feasibility studies for 2 to 5 potential renewable energy projects (50kW-2MW) based on the most promising projects identified at planning stage, and identify investors and potential funding sources. Technologies considered are small hydro, bio-electricity (gasification, biogas or co-generation) geothermal power, possibly PV/diesel hybrids.
